I have the honour to forward for your
favourable consideration the enclosed draft of a Bill "to amend
the Merchant Shipping Amendment Ordinance 1899, and certain
Ordinances amending the same", and I shall be glad to learn by
cable whether you approve the introduction of this Bill into
Legislative Council.
2.
The main object of the Bill is to recast
the law relating to Junks on the lines laid down in the enclosed
minute by Sir F. H. Hay, dated the 19th. of last January, the
intention being to secure greater control over the movement of
Junks primarily with a view to prevent liquor smuggling and
secondarily in order to give effect to the proposals contained
in article one of the draft Customs Agreement a copy of which
accompanied
